Well Billy, the first requisite is to be near water, preferably large. River and Lake pirates frequently get caught easily.

Billy, this place was in Illinois and on the Ohio River, but you're between the Missouri and Mississippi (I think) so there's hope. Maybe don't get your tatoos quite yet though.

Natchez - under - the - hill was supposedly frequented by river pirates, among other interesting folks, but that's pretty far afield. It does have its own fiddle tune though, and early accounts mention fiddle music and dance prompters.
