How can I post a video to the site, say, from my phone. Or from an app like Photo Booth? There is no URL assigned to such videos.
There doesn't seem to be any drag & drop capability here.

Don't think you can. I think it has to have a URL, and moreover has to be on YouTube.

The video needs to be on a server. Otherwise, if you have it on your home computer, there's a privacy problem. And many times when you get online your address changes. A server (x.com) has a fixed address you can post/share.
I have a love/hate relationship with YT. Vevo is an option, but I couldn't upload but three vids a month for free.

bsed - If its just audio you want to share, its fairly easy to upload audio files to this site, and attach them to a post. You can also post links to other sites like Soundcloud or Dropbox, which is what I do if I want higher quality than .mp3, or the playing doesn't fit the guidlines of this site.

you could upload your video to Dropbox*, use “copy link” via Dropbox, and try posting that link here ( use the “Rich Text” format when you make the post) ?
* free version of Dropbox: you get up to 2 gig of storage
